How free, really, is our will? We make choices, sure. But all our choices are caused by something, and often that something is against our better judgment. Paul lays that out in Romans 7.15-21.

God granted it when He made them -Gen. 1:26, 27 - in His image. Hence, they HAD free will...only long enough to see it corrupted at their fall and thus corrupted the entirety of humanity's spiritual DNA.

I believe that sister Emcee is correct on "God made a plan" He did give Lucifer a free will and also to Adam and Eve. The born again also has a free will just as they had. All the lost don't have a free will. They are depraved because they don't know Truth. They are slaves to sin, blind, and dead spiritually, without hope, and walking to the power of the air, Satan. Until God does something to them, they will continue to go their way.

Freewill is written earlier in creation in Genesis 1:22, when God said, "Grow and multiply and fill the waters of the seas, and let the fowls multiply upon the earth." At this command, the creatures had free choice to obey, or disobey. And we know that they did obey.
