Jesus commanded US to go into ALL the world, and preach the Gospel. We are the ones that are to bring the TRUTH to them, not God. God already did His part by sending Jesus to die for the world, now it is time for our part to take that message to the world.

God is a loving God and I believe he will give everyone at least one chance to know him before he calls for the rapture and before a person dies this may be all some have is one time to hear it that is why we have missionaries and all that is why GOd says To preach to the world. One chance may be all some has so make it real enough that they might choose him or they may be lost forever which will then be their choice

A common theme in the Bible is one of free will. Man had the choice to serve God or reject God. As Loving as God is, forcing a religion and making them believe it causes people to reject that "forced religion". You cannot have someone's heart if they feel pushed to accept and obey just to live.
