In early Modern English - (English since about 1450) when the KJV was translated, "let" meant to hinder.

The "he" is the Holy Spirit. It is the Holy Spirit of God working through Christians that restrains evil. When we are taken out of this world the Anti-Christ will be revealed (verses 6-8).

While St. John Chrysostom said it was the Christian Emperor, I tend to think "he who prohibits [meaning of "letteth" in Tudor diction]" is the restraining hand of God.

I might as well mention here that "let" is one of those words that has changed meanings--180, in fact--since 1611.

Another one is "prevent", which means "go before." In 17th century it meant "go before to permit or enable something". Now it means "go before to stop something from happening."

It sounds like your wanting to know who HE is. He is whosoever letteth the mysteries of iniquity continue to work within them! 2 Thess.2:11 And for this cause God shall send them strong delusion, that they should believe a lie: 2 Thess.2:12 That they all might be damned who believed not the truth, but had pleasure in unrighteousness. This is how they will be taken out of the way!

He is the Holy Spirit.

The problem in understanding this verse is that it is one of those which contains an archaic word that meant something exactly opposite to the translators of the KJV than it does today.

The word "let" is translated from the Greek word: katecho and means
1) to hold back, detain, retain
1a) from going away
1b) to restrain, hinder (the course or progress of)
1b1) that which hinders, Antichrist from making his appearance
1b2) to check a ship's headway i.e. to hold or head the ship
