We can bind spirits in Jesus's Name. We cannot do this just like magic. We need to have a solid relationship with God and Jesus, through His Word (whole of it). This will make all fear leave us, and when demons sense that we have no fear, due to our PRAYING and prayers received by others for us, then we can exercise our rights as Christians to bind or loose spirits. A little study is recommended before trying any of it.

Yes it is referring to spirits and yes Jesus did say that to Peter. You can be in the Kingdon of God and be opposing God. Peter knew who Jesus was but he didn't go any further than that. He was trying to limit Jesus. He was not thinking God's thoughts.

In my research, I find that Jesus next words were 'Get behind me Satan' when he tells Peter that his ways are not God's ways.

Whatever you bind on earth will be bound in heaven, whatever you loose on earth will be loosed in heaven.Matthew 16:19 Before this Jesus is talking to Peter about his revelation of Him. God revealed this to Peter. Jesus said on this revelation, I will build my church and hell can't prevail against it. Those with this revelation He gave authority(keys) in the Kingdom of Heaven to bind and loose. Loosed actually means to crush. So binding the enemy, crushing him through the authority of Jesus Christ.

Contra-wise, Whatsoever a man declares lawful concerning himself on earth, that thing will be considered lawful for that man in heaven. The expressions "bind" and "loose" were common to Jewish legal phraseology meaning to declare forbidden or to declare allowed.
What you bind on earth will already have been bound in Heaven. What you loose on earth will already have been loosed in Heaven. In other words, Jesus in heaven, looses the authority of His Word as it goes forth on earth for the fulfillment of its purpose.

Binding and loosing refers to conflict resolution within the Church.

The disciples "loosed" circumcision - Acts 10:28, the gentiles - Acts 15:10 & 19, and eating of meat based upon Matt 15:11 (Rom 14:14), etc.

They "bound":
Ac 15:20 But that we write unto them, that they abstain from pollutions of idols, and from fornication, and from things strangled, and from blood.

Loosing and binding in Matthew 18:18 refers to conflict resolution regarding believers. When brothers/sisters are brought before the church for conflict resolution a decision must be made. The loosing and binding is legal jargon. It means that whatever decision the church comes to is agreed upon and already established in heaven. However,the ability to loose and bind is contingent upon a biblically based and spiritually discerned decision. Read Matt. 18:15-19 for full context. Hope this helps.

If you are saved Luke 10:19-20,"19 Behold, I give unto you power to tread on serpents and scorpions, and over all the power of the enemy: and nothing shall by any means hurt you."
20 "Notwithstanding in this rejoice not, that the spirits are subject unto you, but rather rejoice, because your names are written in heaven"
applies to you.
Realizing this you can bind the enemy(Satan or his demons) and then must give way to you. I oftentimes use this method in Soulwinning.
