I believe it is the same thing. All true Christians has the Holy Spirit and therefore has the indwelting of the Holy Spirit. When God saves you through His mighty Blood, you've got it. Hallelujah! Now, not all Christians has learned how to walk in the Spirit. Is this what you are talking about?

To Whosoever Has An Ear To Hear?

Being 'Filled' with God's Spirit is basically to feel the present of His Spirit coming upon us(not dwelling in us), Drawing & moving us to prophesy by giving our Hearts God's Spiritual Wisdom so we may Understand the Higher Knowledge of His Word, in order for us to accomplish the task of His Will. Exodus 35:30-32.

The 'Indwelling' Seal of the Living God's Holy Ghost, come not from our physical belief or understanding of God's Word that we see & hear from man, but from our Hearts being Drawn to Spiritually Believe, Understand and depart enough from evil to Choose the Life found through the Blood of the Living Waters of God's Word made flesh, Christ Jesus : to be washed clean of our sins.

It is a misconception that one has to act to have the holy spirit in them-our consciousness is dependent upon the presence of the holy spirit-we die off without the holy spirit.
It is a misconception that one must ask for God to come in their life-indwell them.
If one is old enough to think of these things God your Father is already there ,unannounced and waiting to hear from you because he is who stands at the door of your thoughts and knocks so that you may let him in?

They mean the same thing (it's only being put in different words).

Over time, the correct understanding of 'spiritual' has been distorted/confused.

Everybody has character/demeanor/spirit (soldiers have a fighting spirit, sports players have a team spirit). Our spirit (character) should be compatible with GOD'S spirit so that His eternal spirit can 'witness with' (relate to) OUR SPIRIT...

Romans 8:16
"it is the Spirit Himself bearing witness with OUR SPIRIT".

If we have the "fruit of light" (Ephesians 5:8 and 9) and a "faith for faith" (Romans 1:17, Hebrews 11:6), then we can learn the "depths of God" (1 Corinthians 2:10) and "enter by the door" (John 10:1).

Same thing that causes a person to be filled with the Holy Spirit is also the same that causes a person to be indwell by the Holy Spirit. Being filled or indwell is one and the same. Now that indwelling our filling of the Holy Spirit causes the person to be a Christian. Without the infilling or indwelling of the Holy Spirit no person is a Christian.
The way to be indwelt or filled with the Holy Spirit is by asking the Lord to be your savior.
John 6:37 says,"All that the Father giveth me shall come to me,AND HIM THAT COMETH TO ME I WILL IN NO WISE CAST OUT. Which is another way of saying the Lord will not turn you down to call on him to be your savior!!
