Is Satan A Fallen Angel

Hebrews 2:14-18 says Jesus came and defeated Satan by overcoming temptation. He did not come as an angel, but as a man so that he, being tempted, could nurture those who are tempted.

It seems angels cannot even be tempted.

If Satan is a fallen angel, you have one massive problem. God tempts noone (James 1:13). Everything God created was "very good." From whence came temptation? Who tempted Satan to sin?

All things that exist are either created or eternal.
Evil exists
Therefore evil is either created or eternal.

If it is created, it had to have been created by God who is the creator of all things. Can God who is completely light and in Him is no darkness at all create evil?
