The fact of the resurrection was prophesied, and both Paul and the twelve taught it (1 Cor 15:11). The resurrection of Christ was preached by Peter as proof of his Messiahship, and assurance of the kingdom come.
Peter said

Paul preached the resurrection of Christ as the means of salvation and sanctification for all humanity as part of a new creature, the church the Body of Christ.

When compared with Peters appeal to what was spoken by the prophets since the world began, there can be no doubt that there should be a distinction made with a message which had been kept secret since the world began (Romans 16:25, Acts 3:21).

During time past, Jesus earthly ministry, and up to his encounter with the Roman, Cornelius, there was a distinction between Jew and Gentile in Peters ministry preaching. The Jews had a special spiritual standing with the Lord. Gentiles did not.

If Acts 2:38 is the gospel that saves today, then we do not need to understand or preach the finished work of the cross of Christ to save.
Peter did not yet know what was later revealed to the apostle Paul about the cross. With a full Bible, we have no excuse today for not reading further than Acts 2:38.

All of this was preached before the event of the cross.

All that was preached before the cross, was preached without the disciples understanding the cross (Matt 16:21-23). The cross was not being preached as the means of salvation unto all. What was preached was the name of Jesus Christ.
The new thing in Peters message at Pentecost was the presence of the promised Holy Ghost.

The 12 apostles are to sit upon 12 thrones judging the 12 tribes. The Church is comprised of one body not 12 tribes.

Salvation In The Church
  
Every one saved today is a member of the body of Christ, called the church.
I am saved by the body of Christ. Salvation is not found outside the body of Christ. It's impossible to be saved today without being in the body of Christ.

Absolute truth, The church is a spiritual body(Body of Christ) and not a physical place. A person is made the church by trusting the gospel of Jesus Christ that he died for your sins, and was raised from the dead to provide salvation from both sin and death (Eph 1:13-14).
It's when the faith of Christianity is confused with a religious system that physical objects and places are given status as sacred or holy.
